Not too sure how things are in the UK. But here in the US this is not necessarily the case.
Here the National Organic Standards subpart C, section 205.237(b)(5), states that: "The producer of an organic operation must not feed mammalian or poultry slaughter by-products to mammals or poultry."
This leaves the door open to organic livestock feed containing appropriate fish products.
